There has to be a national database that not only tracks missing persons but accesses their information in the system, so that when the same person shows up as being arrested for shoplifting or whatever, it searches that database. It's a very complex issue because, number two, you're absolutely right, in that there is a huge number, I'm sure, of homicides that occur where we're not even sure they've occurred because the person has a transient or high-risk lifestyle.
