It strikes me when listening to some of the exchanges, Mr. Page, that we need to remind ourselves that it was the culture of secrecy that allowed corruption to flourish under the Liberals, and it was the staggering dishonesty in the budget-making process in those years that gave rise to the call for the creation of a parliamentary budget officer.
