The Council, and I am now going to refer to its previous management, who could have prevented the current situation from arising, considerably shortened the Commission’s proposal, thus allowing floating timebombs to continue sailing until 2005, instead of having taken them out of use in September 2002, which is what would have happened if attention had been paid to the Commission.
Le Conseil, et je vais à présent faire référence à la gestion passée, aurait pu éviter que la situation actuelle se produise, mais il a considérablement amoindri la proposition de la Commission et a ainsi permis à des bombes flottantes de continuer à naviguer jusqu’en 2005 au lieu de les écarter de la circulation en septembre 2002 ; cette mise à l’écart aurait eu lieu s’il avait été tenu compte de la Commission.
