Whether it is the employer who is forced to have mandatory insurance once they decide to have an LTD plan or whether it is a union or a group of unions who themselves in consortium seek to have a multi-employer union-sponsored plan such as the GM Health Care Trust, then I would argue that the unions also be mandated to purchase insurance if they are going to offer long-term disability benefit plans.
