simplification of intra-Community transfer procedures: given the desire of Member States to control the final destination of exports of defence equipment, intra-Community transfers of defence products can involve a lot of red tape and a large number of national procedures, such as the issue of individual licences.

To ensure full traceability of circus animals, it is necessary to record intra-Community movements of circus animals using the Traces system introduced by Commission Decision 2004/292/EC (8), and to apply the certification requirements for intra-Community trade as laid down in Commission Regulation (EC) No 599/2004 of 30 March 2004 concerning the adoption of a harmonised model certificate and inspection report linked to intra-Community trade in animals ...[+++] and products of animal origin (9).

However, it appears appropriate that pedigree certificates for semen may also be issued by collection or storage centres approved in accordance with Council Directive 88/407/EEC of 14 June 1988 laying down the animal health requirements applicable to intra-Community trade in and imports of semen of domestic animals of the bovine species (8) and that pedigree certificates for embryos may also be issued by collection teams approved i ...[+++]n accordance with Council Directive 89/556/EEC of 25 September 1989 on animal health conditions governing intra-Community trade in and importation from third countries of embryos of domestic animals of the bovine species (9).

9. Until the date referred to in Article 9(3), Member States which have introduced electronic identification on a voluntary basis in accordance with the provisions of Section A.4 and A.6 of the Annex shall ensure that the individual electronic identification number and the characteristics of the means used are mentioned in the relevant certificate pursuant to Directive 91/68/EEC accompanying animals involved in intra-Community trade.
