L'enquête menée par la Commission a montré que ces sociétés avaient mis en oeuvre un cartel classique, bien structuré, qui comportait l'utilisation de noms de code, la convocation de réunions dans des salons anonymes d'aéroport et visait explicitement à éviter la concurrence par un système d'attribution de volumes de production et de parts de marché, la fixation d'objectifs et de hausses de prix, ainsi que l'application d'autres conditions commerciales aux tubes sanitaires en cuivre nus (et, en ce qui concerne les groupes KME et Wieland, aux tubes sanitaires en cuivre gainés).
