Mr. D’Avignon, referring to the co-operation of the RCMP, the Canadian Security Intelligence Service and the Office of Critical Infrastructure Protection, told the Committee that he was satisfied that there is, in place, a “seamless organization that can act quickly and coherently anywhere in the country to a terrorist threat”.
