When implementing alternative scientific methods for calculating external-cost charges, Member States should be able to take into account the methods for calculating the values of monetary costs of externalities that are provided by the study ‘Handbook on estimation of external costs in the transport sector’ (9), which gives an overview of the state of the art in the theory and practice of estimating external costs.
