– (PT) Mr President, what stands out in the Commission document is, on the one hand, the acknowledgement that the backdrop to the Lisbon strategy was an economic growth rate of 3%, which did not reoccur in 2000 or in 2001 as a result of the economic slowdown that took place and, on the other, the document focuses on two fundamental objectives also mentioned in the Bullmann report: fulfilling the objectives of the Stability Pact, specifically the ‘zero deficit’ strategy, by 2004, and the speeding up of those processes that are lagging behind.
- (PT) Monsieur le Président, il ressort du document de la Commission, d'une part, la reconnaissance du fait que la stratégie de Lisbonne s'inscrivait dans un contexte de croissance économique de l'ordre de 3 %, ce qui n'a plus été le cas en 2000 et en 2001 lorsque le ralentissement économique s'est fait sentir. D'autre part, le document insiste sur deux objectifs fondamentaux auxquels le rapport Bullmann se réfère également : atteindre en 2004 les objectifs du pacte de stabilité, en particulier le "déficit zéro", et accélérer les processus en souffrance.
