The Agriculture and Fisheries Council and the Commission failed to take on board the position expressed by Parliament in its resolution of 11 May 2005, in which it held that the quota system should be rolled over for four years and that a balancing-out arrangement should be introduced for quotas not taken up, with preference being given to the new Member States.
Le Conseil "Agriculture et pêche", pas plus que la Commission, n'a adopté l'avis exprimé par le Parlement européen dans sa résolution du 11 mai 2005, dans laquelle il se prononçait pour un régime de quotas d'une durée de quatre ans et pour le transfert des quotas non utilisés au bénéfice des nouveaux États membres.
