Key questions regarding the government's preparation for and ability to respond to environmental emergencies should include how many positions in the unit will be slashed; how consolidating the unit in Quebec will impact operations and the predicted response time to travel from the new location to the oil spill; whether the unit will have the financial and technical resources necessary to respond to oil spill emergencies, including those emergencies involving diluted bitumen on the Pacific and Atlantic coasts and along the proposed ...[+++]route of the Northern Gateway Pipeline project; and what action the government has undertaken regarding risk assessment and worst-case scenarios related to the navigation of oil tankers and potential diluted bitumen oil spills.

However, the project preparation activities of the JASPERS unit will be clearly separated from the lending activities of the EIB and the EBRD.

In Germany, for example, where an infrastructure project is prepared in different stages, the individual project sections are only to be defined as independent partial projects if each of the partial projects 'forms a meaningful unit in its own right'. This follows rulings in the German administrative court.

On this occasion we will spare no effort to try and relaunch a number of collaborative projects between the United States and Europe, on the fight against drugs, on judicial cooperation and, why not, on preparing for the Johannesburg Summit, when I believe that the world will need both the United States and Europe.
