La troisième modification que nous demandions, qui ne se retrouve ni dans le discours du budget ni dans le projet de loi C-36, c'est qu'on crée un fonds indépendant avec la caisse de l'assurance-emploi, indépendant du bilan général du gouvernement, pour qu'on puisse suivre l'évolution des cotisations, de l'importance du fonds, de la contribution des employeurs et des employés, et voir à une vraie gestion de ce fonds en faveur du marché de l'emploi.
