Presently, of those numbers, if you are looking at the clinical trials that are for a drug development, 20 per cent are phase I studies, 37 per cent are phase II and 43 per cent are phase III, and most of the phase II and phase IIIs are multinational trials.

Acknowledging that it is very important for everyone involved in the study of Bill C-32 to start taking Phase III into consideration, do you think that this bill, although imperfect, should be adopted?

" Phase III trial" means that any physician who chose to prescribe this drug on the strength of this landmark study with 15,000 patients was, in fact, guilty of off-label prescribing.
