4. Takes the view that the signing of the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights by Cuba in Washington in February 2008 offers Cuban citizens the fundamental tools to pursue social and political progress as they perceive it, and invites them to use those tools; in the light of those covenants, condemns the attitude of the Cuban Government towards Orlando Zapata Tamayo;
4. estime que la signature par Cuba, en février 2008 à Washington, du Pacte international relatif aux droits civils et politiques et du Pacte international relatif aux droits économiques, sociaux et culturels fournit aux citoyens cubains les instruments essentiels pour réaliser le progrès social et politique, tel qu'ils le conçoivent, et les invite à utiliser ces instruments; dans le contexte de ces pactes, condamne l'attitude du gouvernement cubain à l'égard d'Orlando Zapata Tamayo;
