"(3) Rolls of tobacco with a threshed blend filter and with an outer wrapper of the normal colour of a cigar covering the product in full, including where appropriate the filter but not in the case of tipped cigars, the tip, and a binder, both being of reconstituted tobacco, where the unit weight, not including filter or mouth-piece, is not less than 1,2 g and where the wrapper is fitted in spiral form with an acute angle of a least 30° to the longitudinal axis of the cigar;
"(3) les rouleaux de tabac remplis d'un mélange battu et munis d'une cape extérieure, de la couleur normale des cigares, couvrant entièrement le produit, y compris le filtre le cas échéant mais non l'embout dans le cas des cigares avec embout , et d'une sous-cape, toutes deux en tabac reconstitué, lorsque leur masse unitaire, sans filtre ni embout, est égale ou supérieure à 1,2 gramme et que la cape est apposée en hélice avec un angle aigu minimal de 30 degrés par rapport à l'axe longitudinal du cigare;
