The European Parliament’s personnel policy should be improved. Improvements should be brought in to speed up recruitment procedures to fill the 750 unoccupied posts within the European Parliament’s administration and to create a truly merit-based promotion system.

To ensure these long-term vacancies are filled, Europe must embark on an ambitious policy to improve the attractiveness of the economic sectors concerned, offer job seekers appropriate training, improve the geographic and professional mobility of job seekers and ensure that vacancies and job applications are circulated and publicised more effectively.

It is certainly the case that the withdrawal of aid would put an end to tobacco production in Europe. This would not, however, improve the health of European consumers because the gap left by Community production would be filled by imports from third countries.
