Urges the Commission and the European Maritime Safety Agency to work in close cooperation so as to encourage the adoption of rules on port operations, fisheries, conservation of marine ecosystems and heritage, pollution, remote-sensing surveillance and satellite-positioning systems that can also be applied in third countries to help place the oceans on a sustainable footing and lessen the effects of unfair competition at global level;

Support further collaboration and dialogue between Indian Space Research Organisation (ISRO), Department of Space (DOS) and the European Space Agency (ESA) and the European Commission, in areas such as earth observation and remote sensing for monitoring of natural resources and environment, communications, meteorology, navigation, life and material sciences under micro gravity conditions, s ...[+++]pace exploration, space sciences and any other area relevant to our respective Space programmes; Jointly identify specific new areas/projects of cooperation between the respective space agencies for further discussion/implementation through the existing mechanism for technical cooperation; Conclude a framework agreement on India’s participation in Galileo Satellite Navigation Systems.

He will also tour different areas to see, on the spot, the difficulties with which they are confronted and the state of progress of projects carried out with the assistance of Community funds: the extension and modernization of ports and airports, for instance, in particular at Fort-de-France and Pointe-à-Pitre, the technology park in Martinique, hotel complexes in Guadeloupe, vocational training facilities and environmental protection schemes in French Guiana. While in French Guiana, Mr Millan will be visiting the Space Centre at Kourou, the launch site for the Ariane programme initiated by the European Space Agency (ESA) and developed ...[+++]by the company ARIANESPACE; the latter has placed in orbit more than 50 telecommunications and remote sensing satellites in recent years, i.e. half the world market in such launches. The European Community for its part is financing research to develop the use of space technology in both fields, telecommunications and remote observation of the Earth.

3) Earth observation. The Commission has proposed a coordinated set of measures aimed at the development of operational applications which meet its own needs but which also serve to stimulate the development of applications markets in general, with a view to : - promoting European cooperation and coordination in R D with regard to methodologies and techniques for processing and interpreting satellite date, - placing more emphasis on demonstration activities in operational projects (pilot projects), - 3 - - putting in place, in collabo ...[+++]ration with the space agencies, the European experimental facilities that are essential for the preparing of these data for use, - identifying the measures needed at European level in order to support the emergence of a commercial supply of "value-added" services, - encouraging the definition by the Member States of common positions in international negotiations on issues relating to the legal and economic environment of remote sensing.

Vice-President NARJES also discussed applications of remote sensing as they are developed in Ispra from data acquired from European (SPOT) and US satellites.
