On 28 September 1990, following a unanimously favourable opinion from the European Development Fund (EDF) Committee, the Commission approved a grant of 24 million ecus from the regional allocation of the Third Lomé Convention to the seven countries at the heart of the African Tropical Rainforest (Cameroon, Central African Republic, Congo, Equatorial Guinea, Gabon, Sao Tome e Principe and Zaire).
Le 28 septembre 1990, suivant l'avis unanimement favorable du Comité du Fonds européen de développement (FED), la Commission a approuvé l'affectation de 24 millions d'Ecus de la dotation régionale de la troisième convention de Lomé à titre d'aide aux sept pays situés au coeur de la forêt tropicale ombrophile africaine (le Cameroun, la République Centrafricaine, le Congo, la Guinée équatoriale, le Gabon, São Tomé e Principe, et le Zaïre).
