The aid does not appear to satisfy the criteria laid down in the Community guidelines for rescuing and restructuring firms in difficulty, since the Commission does not have sufficient information establishing that the aid was awarded under the existence of a coherent restructuring plan leading to long-term viability of ELPRO.
