Senator Taylor: Are you advocating that, in addition to the fee structure, there should be an investment by the Treasury Board or by the people of Canada by them paying for some of these registrations that cannot be loaded onto the product because our market is so small, with the idea in mind that it is an investment which will pay back dividends in the next 15 or 20 years by the development of a new industry, replacing imports or, in fact, going into the export mode?
