Under that process, passengers who have a complaint are first expected to raise it with their carrier, because the carrier's terms and conditions are a contractual obligation with its passengers; and if they do not get satisfaction from their carrier, that complaint is then brought to the Canadian Transportation Agency, which acts as an intermediary between the company and the individual who brought the complaint.
