If we only charge them, for example, 30 per cent, or even if we figure out a way to claw back 100 per cent, either we do not claw it back 100 per cent and they end up, in effect, banking the rest, which I think is a violation of the principle of the act from its inception, or we claw it back 100 per cent, which I think needs to be applied equally to all prisoners, as a cost for incarceration.
