Estimate of frozen meat intended for processing In accordance with the commitments entered into under the Multilateral Trade Negotiations (MTN), the Commission has held consultations with Australia, New Zealand, Argentina, Uruguay, Hungary, Poland and Romania on the 1989 estimate for frozen beef and veal intended for processing.

The Commission has finalized a communication to be sent to the Council containing three proposals as follows : - an estimated supply balance establishing the Community import requirements for young male cattle for fattening; - an estimated supply balance concerning beef for the processing industry; - a Council Regulation opening, as an autonomous measure, a quota for high-quality beef.

The Commission has just finalized a communication which it will present to the Council and which include three proposals, namely: - the Community's estimated import requirements as regards young male bovine animals intended for fattening; - the estimated requirements as regards beef/veal intended for processing; - a Council Regulation opening a unilateral quota for high- quality meat.

(1) The Commission has drawn up for submission to the Council a communication containing the following three proposals : - an estimate fixing the Community's import requirements of young bovine animals intended for fattening, - an estimate concerning beef and veal intended for the processing industry, - a Council Regulation opening, as an autonomous measure, a quota for high quality beef.

2. Each year, before 31 December, and in the first instance before the date on which the provisions of this Regulation take effect, the Council, acting in accordance with the voting procedure laid down in Article 43 (2) of the Treaty on a proposal from the Commission, shall draw up an estimate of the meat intended for the processing industry, taking account, on the one hand, of expected Community supplies of meat of a quality and type of cut suitable for industrial use and, on the other, of industrial needs, including the needs of industries producing preserved foods which are included in Article 1 (c) and which do not contain characteri ...[+++]stic components other than beef and jelly.

Whereas in order to guarantee adequate supplies for the processing industries in the Community, while maintaining a preference for Community-produced meat, provision should be made, in respect of frozen meat intended for processing, for a special import system consisting in the total or partial suspension of the levy ; whereas, in order to apply this system in certain cases, an estimate must be made each year of the amount of meat available for and required by the processing industry;
