In the meantime, however, and following a number of visits to Belarus by the Parliamentary Troika (comprising the OSCE Parliamentary Assembly, the Council of Europe Parliamentary Assembly and the European Parliament) in connection with general and presidential elections, the state of democracy, rather than improving, has deteriorated into authoritarianism that smacks of dictatorship with an outward pretence of maintaining formal freedoms.
