There is a tendency sometimes in the debate on enforcement of child support, to talk about deadbeat parents, parents who abdicate, ignore and renege on their responsibilities to the children they have brought into this world and seem to have no care or concern as to whether these children have proper income so that they can be fed, clothed, educated and raised properly.
