Given the detail and number of regulatory technical standards that are to be adopted pursuant to this Directive, where the Commission adopts a regulatory technical standard which is the same as the draft regulatory technical standard submitted by EBA, the period within which the European Parliament or the Council may object to a regulatory technical standard should, where appropriate, be further extended by one month.

Calls on the Commission to propose a better SEPA governance, covering the organisational setup related to the development of the main features of payment services and of the implementation of the requirements which need to be met, and allowing the development of technical and security standards to be organised separately in support of the implementation of the related legislation; calls for a more balanced representation of all stakeholders in the further development of common technical and security standards for payment schemes; urges the Commission to answer its previous calls for reform of SEPA governance so as to ensure better ...[+++]representation of payment services users in the decision-making and standard-setting process; notes that these stakeholders ay include – but are not necessarily restricted to – the EPC, consumer organisations, merchant organisations and large retail chains, the European Banking Authority (EBA), the Commission, experts in various fields, non-banking payment service providers, and mobile, internet and card commerce and mobile network operators; calls on these stakeholders to arrange their work under a new governance structure where the SEPA Council has a role; considers that the SEPA Council should be assisted by various technical committees, or ‘task forces’ for e-payment, m-payment, cards, cash and other standardisation issues, and by ad hoc working groups; recalls the Commission's commitment, in the declaration on SEPA governance on the adoption of Regulation (EU) No 260/2012, to come up with proposal before the end of 2012; calls on European standardisation bodies such as the European Committee for Standardisation (Comité Européen de Normalisation, CEN) and the European Telecommunications Standards Institute (ETSI), in cooperation with the Commission, to play a more active role in standardising card payments;

(15) In order to establish the electronic network, the power to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of the conditions for countries outside the European Economic Area to participate in the electronic network, the minimum security standards, the use of a unique identifier, the languages used by the electronic network, the method of transmitting information between the registers ensuring cross-border access to information, the interoperability of the information and communication technologies used by the members of the electronic network, the definition of standards on format, substance and limits for storing and retrieving ...[+++]the documents and particulars that enables automated data exchange, the consequences of non-compliance, the method of identifying the link between a company and its foreign branch, the method of and the technical standards for the transmission of information between the register of the company and the register of the branch, the technical standards for the transmission of information between the registers and the standard forms of notification of the cross-border merger to be used by the registers.

(15) The Commission should be empowered to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union in respect of the governance, management, operation, representation and funding of the electronic network, the conditions for countries outside the European Economic Area to participate in the electronic network, the minimum security standards, the use of a unique identifier, the languages used by the electronic network, the method of transmitting information between the registers ensuring cross-border access to information, the interoperability of the information and communication technologies used by the members of the electronic network, the definition of standards on format, substance and ...[+++]limits for storing and retrieving the documents and particulars that enables automated data exchange, the consequences of non-compliance, the method of identifying the link between a company and its foreign branch, the method of and the technical standards for the transmission of information between the register of the company and the register of the branch, the technical standards for the transmission of information between the registers and the standard forms of notification of the cross-border merger to be used by the registers.

Notes that India is concerned about the lack of harmonisation of microbiological standards in the European Union, the implications of REACH, costly certificates for exporting fruit to the EU and costly conformity procedures for the CE mark, and stresses that these issues must be resolved in the FTA; calls on both parties to ensure that regulation and NTBs are managed in such a way that overall trade is not hampered; calls on both the European Union and India to work more closely in their different working groups towards a more transparent framework for technical regulatio ...[+++]ns and standards; furthermore calls on the Commission to provide technical assistance to support Indian producers in their efforts to reach EU standards, in particular concerning the health, environmental and social dimensions of production, thus creating win-win situations;
