Mais ce sont bien eux pourtant qui se profilent lorsqu’il est question d’institutions européennes fortes, décentralisant les activités courantes d’exécution seulement et impulsant leur vision collective dans un ensemble indistinct où les gouvernements et les parlements nationaux se trouvent mêlés aux autorités régionales et mêmes locales, ainsi qu’à la société civile, tous désignés, sans aucune hiérarchisation, comme, je cite : "parties prenantes dans les affaires européennes".
Yet these are the main themes in any discussion of strong European institutions in which only day-to-day tasks of execution are decentralised and a collective vision is promoted within an indistinct whole. In this scenario the governments and national parliaments are merged with the regional and even local authorities and with the civil society, all of which are described, with no form of hierarchy, as ‘integral elements of European governance’.
