The priorities in the bilateral action plans concluded with each partner will fall into two broad areas: firstly, shared values and foreign and security policy, secondly actions which will bring partner countries closer in a number of priority fields, e.g. economic and social development, trade and the internal market, justice and home affairs, and connections and contacts.

Research under this heading will respond to needs in new areas which fall within the legitimate scope of Community research and which cut across or lie outside the thematic priority areas, in particular because they are highly interdisciplinary and/or multidisciplinary.

The Commission has proposed seven priority thematic areas, plus an eighth area to be given over to anticipation of the Union’s scientific and technological needs and also encompassing the activities of the Joint Research Centre.

To help bring about the European Research Area, the Community will contribute financially, under the specific programmes, to the research and technological activities, including demonstration activities, carried out in the priority thematic areas of the framework programme as well as in other areas and other themes in the field of science and technology.
