16. As regards the specific tasks entrusted to the agencies, paragraph 4 states that "before the beginning of each marketing year, the Member State concerned shall, acting on a proposal from the agency, draw up and send to the Commission a budget estimate and work schedule to ensure correct application of the premium system (...) The agency shall submit to the Member State and the Commission regular reports on the work which it has carried out.
