1. se félicite de la formalisation, dans le traité, du cadre financier pluriannuel qui, s'il est aligné sur la législature à partir de 2013, permettra d'améliorer la stabilité de la programmation budgétaire ainsi que la responsabilisation budgétaire de l'Union; relève par ailleurs que le Conseil a toujours besoin de l'accord du Parlement et que la Constitution prévoit un mécanisme garantissant la tenue de négociations entre le Parlement et le Conseil;

Welcomes the formalisation of the multiannual financial framework in the Treaty which, if aligned with the parliamentary mandate from 2013, would improve the stability of budgetary planning and the accountability of the EU budget; notes, moreover, that not only does the Council still need Parliament's consent, but the Constitution includes a provision for a mechanism guaranteeing that negotiations between Parliament and Council take place;
