10. Reminds the Commission of the resolutions it adopted on 28 October 1999 on the operational budget of the ECSC and the budget of the European Union , in which it called on the Commission to carry out an assessment of real staffing needs in the light of the expiry of the ECSC Treaty, and, in consequence, a reorganisation of the directorates-general concerned, and to present Parliament with a report on the subject;
