The Council welcomed the establishment of the methodology of scrutinising and the introduction of the Scrutinising Handbook as important elements in elaborating a qualitatively improved, capability based approach in the development of the EU’s military capabilities that will be used to establish the Force Catalogue as the next step in the Capability Development Mechanism.
Le Conseil s'est félicité de la mise au point de la méthode d'étude et de l'introduction du manuel d'étude, qui constituent des éléments importants pour l'élaboration d'une approche du développement des capacités militaires de l'UE qualitativement améliorée et basée sur les capacités, qui sera utilisée pour la production du catalogue des forces, prochaine étape du mécanisme de développement des capacités.
