The unfunded liability could be paid off over a period of 30 years by charging contribution rates of 14 per cent. The contribution rate could then drop to 6.1 per cent. The steady-state rate of 9.9 per cent avoids such high rates by spreading out the burden of the carrying the unfunded liability across all working generations.
