In part 12 of Bill C-9, there are enactments on the payment card networks act, the purpose of which is to regulate national payment card networks and commercial practices for payment card network operators and, among other things, and this deals with debit cards as well as credit cards, it will deal with such things as disclosure, fees charged to obtain a card, for instance, merchant contracts, the cancellation of cards, any new fees, and a couple of other minor things.

If special handling precautions are required, such as those prescribed by producers’ handling instructions for employees, health and safety information, including information on dealing with spillage, and transport emergency cards, tick the appropriate box and attach the information in an annex.

The Commission will be assessing whether the deal could lead to the creation or strengthening of dominant positions on a number of markets including savings (deposits, mutual funds), card payments (card issuing, card acquiring), ATM transactions and money lending.

Then let us stop before we make that final passage and start dealing with the export side of it as well because any time we are laying out all our cards and being incredibly fair to our competitors without the competitors showing some evidence of fairness and laying their cards out as well, we are dealing with a blind hand and, as any poker player knows, we will lose every time.
