What do you think of the idea of the Canadian Human Rights Commission receiving the mandate to promote and enforce, domestically, the provisions of both the international covenants, in particular the international covenant on economic, social and cultural rights which speaks quite directly to the matter of poverty, and which contain an outline of human rights, notwithstanding the opinion of the report of the joint committee on the Charlottetown Accord chaired by our colleague Senator Beaudoin and Madam Dobbie, which at page 83 said that economic, social and cultural rights were not really rights but privileges?
