Article 111 of Regulation (EC) No 479/2008 states that producers of grapes intended for winemaking and producers of must and wine must make harvest declarations each year in respect of the most recent harvest and that producers of wine and must and commercial operators other than retailers must declare their stocks each year.

Similarly, a legal framework should be established for the animal health requirements applicable to the non-commercial movement of animals of species not affected by rabies or of no epidemiological significance as regards rabies, to which, if they were not kept as pet animals, other legal acts of the Union would apply, including legislation on food-producing animals.

That is why, taking this simple thought as a starting point, I should like to move on to producers, to those who work the land, who must be recognised also by those who subsequently enjoy the commercial produce they find in the supermarket or some other shop.

The exemptions in Directive 2004/39/EC that relate to dealing on own account or to dealing or providing other investment services in relation to commodity derivatives covered by Sections C(5), C(6) and C(7) of Annex I to that Directive or derivatives covered by Section C(10) of that Annex I could be expected to exclude significant numbers of commercial producers and consumers of energy and other commodities, including energy suppliers, commodity merchants and their subsidiaries from the scope of that Directive, and therefore such participants will not be required to apply the tests in this Regulation to determine if the contracts they de ...[+++]al in are financial instruments.
