The architect invited Governor General Byng of Vimy, Prime Ministers Meighen and Mackenzie King, and Earl Haig, Commander in chief of the British Forces during the war, to participate in these private ceremonies, as a way to underline the importance of both civil and military authorities in times of war, and in this Chamber.
