– having regard to the designation by UNESCO of the Virunga National Park (VNP) as a World Heritage Site in 1979 and as a World Heritage Site in Danger in 1994,

In 1992 the international union for the conservation of nature, the UCN, tabled detailed guidelines on marine protected areas at the fourth world congress of national parks and protected areas.

I would also like to add that Darién National Park is a nature reserve in the Darién region of Panama that has been a UNESCO world heritage site since 1981. Darién National Park is the largest of Panama's national parks.

For one thing, it was supposed to be Canada's first national park created under the National Parks Branch — not only the first national park for Quebec, and not only the first national park advocated to be created outside of the Rocky Mountains of the West, it was also the first park advocated for creation by the first parks branch in the world, which was in Canada.
