Si l'excursion pour l'observation de baleines était au Québec, dans les eaux intérieures comme au lac Saint-Jean, par exemple, ou à un endroit semblable, s'il y avait des baleines, ou si vous sortiez pour voir les saumons sauter, comme il s'agit d'eaux interprovinciales, tout exploitant qui veut offrir ce service serait peut-être obligé de communiquer avec un ministère du gouvernement québécois afin d'obtenir un permis.
