Calls on Member States to ensure the maximum alertness and effectiveness of their civil defence and flood- and fire-fighting arrangements, including their staffing according to the highest standards of excellence and the existence and operability of the largest possible quantity of fire-fighting equipment, especially during periods of high risk of floods or fires;
