We are discussing the essential question that we are repealing from the current Divorce Act, as passed in 1968 and amended in 1985, namely, two sections that impose a financial obligation on both parents to pay support.

It should be noted that this is not a formal amendment to sections 5 and 6 of the Supreme Court Act, but rather a declaration by the Government of Canada and subsequently by the Parliament of Canada if Bill C-4 is passed. That is how those two sections will be interpreted.

Now that two years have passed since South Sudan gained independence, the aim of this report is to review the status of this young country and the problems it faces, since these factors dictate the stability of this whole section of the Horn of Africa.
