“It is essential to the dispatch of business, that the rule and order of the House, ‘That no Member should speak twice to the same question’, should be strictly adhered to; and it is the duty of the Speaker to maintain the observance of this rule, without waiting for the interposition of the House; which, in calling to order, seldom produces any thing but disorder” (Hatsell, Vol. II, p. 105).
