The bill calls on the Minister of Health to initiate discussions with the provincial and territorial health ministers to develop comprehensive patient care throughout the life cycle, develop national standards regarding universal screening, develop centres of excellence for both pediatric care and adult care, assess best practises for patients to succeed at school and in the work place, develop information for medical education to prepare health care workers to meet the needs of Canada's diverse populations, develop adequate clinical guidelines and prompt pain management for patients in crisis, establish a program of funding to advocacy ...[+++]groups, and recognize June 19 as sickle cell anemia awareness day in Canada.

The latter contains a number of key provisions for the promotion of mobility and the improvement of protection levels for migrant workers and their families, such as: the possibility of extending the period during which a jobseeker can look for work in another Member State from 3 to 6 months; the possibility of exporting pre-retirement benefits; the possibility for unemployed frontier workers to seek a job in the Member State of former employment by keeping their entitlement to unemployment benefits in the Member State of residence; and significant improvement in health care ...[+++] protection for family members of a frontier worker by granting them not only entitlement to health care in the Member State of residence, but also in the Member State where they work.

However, frontier workers are entitled to unemployment benefits from the State of residence rather than that of employment [100], and they can chose to be covered for health care in either State [101]. The family members of a frontier worker are only covered by the health care system of the State of residence, and once a frontier worker retires he can no longer be covered by the State of employment, but that of residence.

In terms of health care generally, I believe that the financial stabilizing of health care is very important in terms of health, that people who become unemployed place far more demands on the health care system, but also it will reduce some of the fluctuation we've seen within the health care system, creating incredible ups and downs whereby some 60,000 health care workers lost their jobs and put a drain on EI. Now we're in a deficit in terms of skilled health care workers and are going to expend incredible resources—and in this province we've already started it—trying to recruit and retain.
