Riders will not ride a bus that is will break down or cannot arrive on time or worse, that it will get stuck, or lose a wheel, or the engine will break down, or whatever the case may be and there is no opportunity to take advantage of those credits. We have to recognize that with transit communities like Toronto, transit among communities in Durham, transit across this country, particularly green transit, which I think brings us into a whole different field, it is not just the benefit of building better transit and better municipalities but also the outcomes, such as more people riding transit, with newer technologies being introduced.

The Green Paper came to the conclusion that the EU had just too little room for manoeuvre on energy supply and that it was in the area of energy demand that it could act. So the Commission has started a first series of regulatory acts in the field of energy efficiency, notably the Directive on the Energy Performance of Buildings and the Cogeneration Directive.

The various fora on the Green Paper all pointed to the need for action to be stepped up in the field of education, training and building up capacities.

Commissioner Papoutsis has stated: "The broad mobilization of effort which has produced both the Green Paper and this Forum confirms the central importance of European tourism as an economic, social and cultural activity and demonstrates the willingness of all those employed in the field to make an active contribution to building the European Union".

Through building on the efforts already initiated by the auditor general in the field of green auditing, the government can help to build capacity in Canadian society.
