A single system would be more rational, would make professionals more confident of receiving equal treatment and would reduce costs and save resources by comparison with the current functioning of inspection services belonging to the various Member States.

A support action of crop recovery, low cost housing and- professional rehabilitation is also included to reduce dependence on emergency aid.
