Approves the creation of a ‘financial crisis unit’ and asks the Council to agree in the shorter term on the modalities of its functioning and its cooperation with the established high-level group; strongly criticises the absence of Parliament from this crisis cell; supports the creation of a more powerful early-warning system, to be run by the Commission and the ECB, and endowed with coordination and enforcement powers, in which the Level 3 Committees should take part;
11. approuve la création d'une "cellule de crise financière" et demande au Conseil de convenir, à plus court terme, des modalités de son fonctionnement et de la coopération à établir avec le groupe de haut niveau mis en place; critique vigoureusement le fait d'être tenu à l'écart de cette cellule de crise; soutient la création d'un système plus puissant d'alerte précoce, dont la gestion serait confiée à la Commission et à la BCE, doté de pouvoirs de coordination et d'exécution, auquel participeraient les comités de niveau 3;
