1. Building on the policies and objectives laid down in the Daphne and Daphne II programmes, this Decision establishes the specific programme to prevent and combat violence against children, young people and women and to protect victims and groups at risk (Daphne III), hereinafter referred to as "the programme", as part of the general programme “Fundamental Rights and Justice”, in order to provide European citizens with an area of Freedom, Security and Justice without internal borders.

La présente décision établit le programme spécifique visant à prévenir et combattre tous les types de violence envers les enfants, les jeunes et les femmes ainsi qu'à protéger les victimes et les groupes à risque (Daphné III), dénommé ci-après "le programme", qui poursuit les politiques et les objectifs définis dans les programmes Daphné et Daphné II, dans le cadre du programme général "Droits fondamentaux et justice", afin d'offrir aux citoyens européens un espace de liberté, de sécurité et de justice sans frontières intérieures.
