Welcomes the steps taken in the Treaty of Lisbon towards consideration of the role of the Council as a second branch of the legislative and budgetary authority of the Union sharing – although still with a certain preponderance in some areas – the bulk of decision-making with the European Parliament, within an institutional system that has gradually evolved in accordance with a bicameral parliamentary logic;
22. se félicite que le traité de Lisbonne marque un progrès vers la prise en compte du rôle du Conseil comme seconde branche de l'autorité législative et budgétaire de l'Union, qui partage – même s'il conserve une certaine prépondérance dans quelques domaines – la majeure partie du processus de prise de décision avec le Parlement européen, à l'intérieur d'un système institutionnel qui a progressivement évolué conformément à une logique parlementaire bicamérale;
