In the absence of the Indian Act system, Canada provided ad hoc funding to the province to provide social and health programs for the Mi’kmaq of Newfoundland. However, the members of that first nation were not entirely satisfied with the situation.

Upon receiving an honorary degree in the year 2000 from Memorial University of Newfoundland and Labrador, where he had received an education degree 43 years earlier, in 1957, Senator Rompkey remarked about the Island of Newfoundland and the Big Land of Labrador.
