(2) Each collective agreement amended by subsection (1), or each new agreement drafted by the Commission pursuant to subsection 11(2), as the case may be, constitutes a new collective agreement that, subject to subsection (3), is effective and binding on the parties thereto for a period beginning on the day on which the report of the Commission is submitted to the Minister and ending on the day fixed by the Commission pursuant to paragraph 11(1)(b), notwithstanding anything in Part I of the Canada Labour Code, and that Part applies in respect of the new collective agreement as if it had been entered into pursuant to that Part.

They do represent an agreement between at least representatives of the Government of Canada and representatives of another government, which is to say that if Parliament were to reject all or part of a proposed treaty, then that would not bind the other country, obviously.

2. In this Act, “convention” means any convention or agreement between Canada and another state relating to tax on income, and includes any protocol or supplementary convention or agreement relating thereto.

(3) After consulting with the Minister of Industry regarding any alternative agreement, arrangement or course of action that would avoid or overcome or mitigate any restrictive trade practices or situations inconsistent with the Competition Act, the Board may, by order, exempt the applicant and such other persons as it deems necessary from the provisions of the Competition Act in respect of any agreement, arrangement or course of action described in the exemption order, and thereupon that Act does not apply in respect of the described ...[+++] agreement, arrangement or course of action.
